target: msm8996: fix lab/ibb regulator delay for msm8996 A 20ms delay is enough to check the lab/ibb regulator status at the post on stage. This reduces overall display turn on delay in bootloader. Change-Id: Ib2f59468b39207ead4d9e699f85d4b994cdbe627
