platform: mdm9625: Change LK and SCRATCH memory types. Changing the memory type to NORMAL will allow for speculative access for instructions and data. This allows caching of instructions for faster execution. Change-Id: Ia41c292c4cbee5a4a6faa9d93f6a2653ea435cce
