msm8994: Fix QUSB2PHY issues for DB8094 In dragonboard, Port 1 will be used for fastboot use cases and Port 1 uses QUSB2 PHY. We need to configure the PHY for successful USB enumeration on Port 1. Change-Id: Ib77d8f130290eb61a3f20276c945dff06a8a277a
