target: msmzirc: Move SCRATCH memory to second bank In the current scenario kernel base is overlapping significantly with the SCRATCH address region hence overwritting scratch contents in some scenarios. Moving to a second bank removes this possibility. Change-Id: I3af589cec4497b9d6a8150f1681c66354b8b06e1
