[msm7x30]: Fix fuse address and reading procedure to determine correct values for CP15 registers There is a change from Raptor to Halcyon in terms of number of fuse and addresses of these fuses. This change fixes scorpion initialization for 7x30 target. CRs-Fixed: 228229
