platform: msm_shared: update the MDSS VBIF and QOS configuration for msm8916 DDR_FORCE_CLK_ON, DDR_OUT_MAX_BURST and DDR_RND_RBN_QOS_ARB registers need not be configured for msm8916 since the programmed value is same as the reset value for these registers. Also, update the MDP QOS remapper configuration with the settings recommended by the h/w team. Change-Id: I5695fc6d71582532ec763c79ef22876390f2e2af
