[keys/msm7630]: Remove the syncronization with mARM for PMIC GPIOs. The PMIC GPIOs are now configured in the mARM boot code before the scorpion is released from reset. Remove the code that waits for the AMSS initializtion to complete. Change-Id: I296aea27fa199898bb6efa08b590e3664a643679
