target: msm8952: Add msm8917 MDTP configuration 1) Add MDTP eFuse for msm8917. This is the same as msm8937. 2) Fail in case target is not supported by MDTP. This will trigger MDTP recovery screen, rather than crashing on access to wrong register address. Change-Id: I2f95132678daa0f7e6123d9101ce410aad764b56
