project: msm8996: Add watch dog and disable dload properties on 8996 platform. The watch dog property is used for catching the LK stalls or early kernel stalls. Default is disabled. The disable dload property is used for disabling the ramdump. Default is disabled. Change-Id: Ie9a9f0af5a7a753b560a58ca4a3501c611930f74
