dev: gcdb: display: correct error checks if splash partition doesn't exist When dynamic refresh rate is enabled, bootloader checks if the pll codes already exist in splash partition. If splash partition itself doesn't exist, return error to make sure that pll codes are recalculated. Change-Id: Ie87d19df886de6493ef04971f75f36556622989c
