[NET] netconsole: Use netif_running() in write_msg()
Based upon initial work by Keiichi Kii <k-keiichi@bx.jp.nec.com>.
Avoid unnecessarily disabling interrupts and calling netpoll_send_udp() if the
corresponding local interface is not up.
