Pull gcc plugins updates from Kees Cook:
 "Minor changes to the gcc plugins:

   - add the gcc plugins Makefile to MAINTAINERS to route things
     correctly

   - hide cyc_complexity behind !CONFIG_TEST for the future unhiding of
     plugins generally"
