rapidio: update for destination ID allocation
Address comments provided by Andrew Morton:

- Keeps consistent kerneldoc compatible comments style for new static
functions.
- Removes unnecessary complexity from destination ID allocation
routine.
- Uses kcalloc() for code clarity.
