dt-bindings: interrupt-controller: SiFive Plaform Level Interrupt Controller Add documentation for the SiFive implementation of the RISC-V Platform Level Interrupt Controller (PLIC). The PLIC connects global interrupt sources to the local interrupt controller on each hart.
