EDAC: Carve out debugfs functionality
... into a separate compilation unit and drop a couple of
CONFIG_EDAC_DEBUG ifdefferies. Rename edac_create_debug_nodes() to
edac_create_debugfs_nodes(), while at it.
No functionality change.
