include/linux/crash_dump.h: add vmcore_cleanup() prototype

Eliminate the following warning in proc/vmcore.c:

  fs/proc/vmcore.c:1088:6: warning: no previous prototype for `vmcore_cleanup' [-Wmissing-prototypes]
