net: dsa: bcm_sf2: Utilize BRCM_PSEUDO_PHY_ADDR
Utilize the newly introduced BRCM_PSEUDO_PHY_ADDR constant from
brcmphy.h instead of open-coding the Broadcom Ethernet switches
pseudo-PHY address (30).
