locking/lockdep: Make CONFIG_LOCKDEP_CROSSRELEASE and CONFIG_LOCKDEP_COMPLETIONS truly non-interactive

The syntax to turn Kconfig options into non-interactive ones is to not offer
interactive prompt help texts. Remove them.
