USB: qcserial: Add support for HP lt4112 LTE/HSPA+ Gobi 4G Modem

Added new device layout "DEVICE_HWI" and also added the USB VID/PID for the
HP lt4112 LTE/HSPA+ Gobi 4G Modem (Huawei me906e)
