tick/broadcast: Unbreak CONFIG_GENERIC_CLOCKEVENTS=n build Making tick_broadcast_oneshot_control() independent from CONFIG_GENERIC_CLOCKEVENTS_BROADCAST broke the build for CONFIG_GENERIC_CLOCKEVENTS=n because the function is not defined there. Provide a proper stub inline.
