[PATCH] consolidate CONFIG_WATCHDOG_NOWAYOUT handling

Attached patch removes #ifdef CONFIG_WATCHDOG_NOWAYOUT mess duplicated in
almost every watchdog driver and replaces it with common define in
linux/watchdog.h.
