sata_mv pci features

Some of the GenIIe EDMA optimizations should not be used
for non-PCI (SOC) devices, and nor for certain configurations
of conventional PCI (non PCI-X, PCIe) buses.

Logic taken/simplified from that in the Marvell proprietary driver.
