MIPS: Netlogic: Add XLP platform files for XLP SoC

- Update common files to support XLP.
- Add arch/mips/include/asm/netlogic/xlp-hal for register definitions
  and access macros
- Add arch/mips/netlogic/xlp/ for XLP specific files.
