IPoIB: Remove unused local_rate tracking Now that low-level drivers handle the conversion from an absolute rate to a relative rate, there's no need for the IPoIB driver to keep track of the local port's data rate. Signed-off-by: Roland Dreier <rolandd@cisco.com>
