net: ethtool: don't require CAP_NET_ADMIN for ETHTOOL_GLINKSETTINGS The ETHTOOL_GLINKSETTINGS command is deprecating the ETHTOOL_GSET command and likewise it shouldn't require the CAP_NET_ADMIN capability.
