[PATCH] hrtimers: fix HRTIMER_CB_IRQSAFE_NO_SOFTIRQ description

The description for HRTIMER_CB_IRQSAFE_NO_SOFTIRQ is backwards; "NO
SOFTIRQ" sounds a whole lot like it means it must not be run in a softirq.
