Revert "ANDROID: hardlockup: detect hard lockups without NMIs using secondary cpus"

This reverts commit aaf78ec6c898b72f756bdb7d9ea43c5c15b8ae18.

We need to do this to handle a merge conflict with 4.9.32.  It will be
forward ported after the merge is complete.
