drivers: qcom: rpmh: Disallow wake votes in solver mode.
The RSC controller can be used by a solver state machine to send sleep
votes and wake votes without involving the application processor. The
RSC controller state is setup by the driver. When in solver mode, wake
votes cannot be sent through the wake TCS of the RSC.
Currently passthru is the only API variant that is impacted by the state
of the controller.
