scsi: ufs: ignore unavailability of VCCQ for bActiveICCLevel setting VCCQ rail is optional for removable UFS card and also most of the vendors don't use this rail for embedded UFS devices as well. So it is normal that VCCQ rail may not be provided for given platform. This change ignores the unavailability of VCCQ rail for bActiveICCLevel setting.
