perf trace: Improve messages related to /proc/sys/kernel/perf_event_paranoid

kernel/events/core.c has:

  /*
   * perf event paranoia level:
   *  -1 - not paranoid at all
   *   0 - disallow raw tracepoint access for unpriv
   *   1 - disallow cpu events for unpriv
   *   2 - disallow kernel profiling for unpriv
   */
  int sysctl_perf_event_paranoid __read_mostly = 1;

So, with the default being 1, a non-root user can trace his stuff:
