openvswitch: Don't insert empty OVS_VPORT_ATTR_OPTIONS attribute The port specific options are currently unused resulting in an empty OVS_VPORT_ATTR_OPTIONS nested attribute being inserted into every OVS_VPORT_CMD_GET message.
