drm/msm/sde: remove vote on power handle disable sde driver allows to vote through display rsc and apps rsc. It also allows to switch between these two rsc dynamically. However, ebi/mnoc ab/ib votes were not removed when apps rsc was used as a main voter client. This patch remove the vote on disable path and update the display rsc state properly to take correct path.
