msm: kgsl: Continue stopping GMU if it cannot idle If the GMU does not idle after the timeout the stop sequence is aborted. This causes a bug where the RPMh wake / sleep sequences are not in sync and that leaves the system in an incorrect state. Force the system to continue stopping the GMU in either case to prevent this.
