netfilter: HAVE_JUMP_LABEL instead of CONFIG_JUMP_LABEL

Use HAVE_JUMP_LABEL as elsewhere in the kernel to ensure
that the toolchain has the required support in addition to
CONFIG_JUMP_LABEL being set.
