clk: qcom: gcc-sdm845: Keep the gcc_aggre_noc_pcie_tbu_clk enabled The gcc_aggre_noc_pcie_tbu_clk should never be gated on SDM845 v1. Take this opportunity to add the CLK_IS_CRITICAL flag to the other peripheral clocks that are being kept enabled by making an explicit clk_prepare_enable call.
