Revert "soc: qcom: dcc_v2: Disable DCC on secure devices"

This reverts 'commit <27fbce23cd1f> ("soc: qcom: dcc_v2:
Disable DCC on secure devices")'

It removes the check on which device the DCC is registering in
the module init.
