Documentation: expand isdn/INTERFACE.CAPI document

- Note that send_message() may be called in interrupt context.
- Describe the storage of CAPI messages and payload data in SKBs.
- Add more details to the description of the _cmsg structure.
- Describe kernelcapi debugging output.
