msm: ipa3: fix to remove mutex lock in panic notifier
Panic notifier is called in atomic context. In the same
context trying to acquire mutex lock but the lock is
already taken in the another thread. It will cause
excessive warnings logs in dmesg. To avoid this
scenario add changes to remove mutex lock from
panic notifier function.
