perf_counter tools: add cpu_relax()/rmb() definitions for sh. Simple cpu_relax()/rmb() stubs that perf needs, which were inadvertently omitted from the sh HAVE_PERF_COUNTERS patch. Signed-off-by: Paul Mundt <lethal@linux-sh.org>
