Input: twl4030-vibra - really switch from #if to #ifdef

The commit f3761c0779b62276b5bf84532a81d5dc49bd721f claimed to change
#if to #ifdef to avoid compiler warnings when CONFIG_PM_SLEEP is not
defined, but failed at that.
