[DCCP]: Convert do_gettimeofday() to getnstimeofday().

What do_gettimeofday() does is to call getnstimeofday() and
to convert the result from timespec{} to timeval{}.
We do not always need timeval{} and we can convert timespec{}
when we really need (to print).
