drivers/misc/cb710: add missing GENERIC_HARDIRQS dependency

CB710_CORE (drivers/misc/cb710/core.c) calls devm_request_irq() and
therefore needs a GENERIC_HARDIRQS dependency to prevent a link
error on s390.
