USB: HSIC SMSC HUB: Keep REF_CLK ON to support remote-wakeup SMSC HUB requires ref_clk to be ON to support remote wakeup. Keeping the ref_clock ON during suspend allows HUB to generate remote-wakeup signal over HSIC BUS when devices are connected or removed from its downstream ports.
