[VLAN]: nested VLAN: fix lockdep's recursive locking warning

Allow vlans nesting other vlans without lockdep's warnings (max. 2 levels
i.e. parent + child). Thanks to Patrick McHardy for pointing a bug in the
first version of this patch.
