msm: Use no_log versions of readl/writel macros in timer code

The timer code patch occurs very frequently in a normally
running system which can flood the register trace buffer (RTB)
logs. Since the timer code isn't going to be causing the types
of issues this logging is designed to catch, only log the first
access and not the subsequent accesses.
