Revert "cpufreq: update the input even handler to handle sync cores correctly." This reverts commit 749884de4f5ce5788658260b46d15373a1d3b547. Hotplug stability issues have been observed with the original change when booting will maxcpus set to be less than the total number of available CPUs. Revert the change until the issue is resolved.
