gpio: fix build on CONFIG_GPIO_SYSFS=n
If CONFIG_GENERIC_GPIO=y && CONFIG_GPIO_SYSFS=n, gpio_export() in
asm-generic/gpio.h refers -ENOSYS and causes build error.
