msm: ipa: memory map changes for WLAN max client testing

IPv6 routing tables will reside in system memory due
to insufficient IPA RAM memory. The 2K of IPA RAM
assigned to NAT is now re-purposed for header table
and IPv4 routing table. This also enables a HW based
general event packet counter and support to track message
posts and queries.
