arm/dt: Update hw settling time for ratiometric channels
Increase the settling time for ratiometric channels such
as batt_therm, batt_id, usb_id using internal pull-up and
thermistor channels from 0ms to 200us to account for the
signal to settle before performing a measurement. The time
is the delay added after the AMUX gets configured and the
ADC starts the conversion.
