USB: dwc3_otg: Treat external transceiver timeout as no connection
OTG driver relies on external transceiver driver to notify it about
the USB ID and BSV states. During bootup, OTG driver waits for the
reporting of initial state by ext-xceiver driver. If OTG driver
times out waiting for the ID and BSV states then treat this as
no cable connected instead moving to host mode.
